关于主权的重新思考

350年来,主权¾也就是国家是世界舞台上的核心演员,政府可以自由地在本国境内为所欲为,而在其它国家的领土上则没有随意行事的权力¾构成了国际关系的组织原则。而现在到了重新思考这一观点正确与否的时候了。

目前,全世界共有国家190多个,它们与很多强大的非主权组织、或者至少是一定程度(常常是很大程度)上的独立机构和平共处,这些机构从企业到非政府组织(NGO)、从恐怖团体到毒品联盟、从地区和全球机构到银行和私有资产基金无所不有。主权国家能够对它们施加影响,但也在同样程度上被它们影响着(无论这种影响是好是坏)。主权国家曾经享有的垄断权力已经受到了侵蚀。

因此,地区和全球统治需要新的机制,允许除国家以外的演员登上舞台。这么说并不是要在联大为微软、国际大赦组织或者高盛谋求席位,但的确需要允许这些组织的代表参加地区和全球会谈,因为它们有能力影响我们是否,或怎样去迎接地区和国际挑战。
