伦敦——自从2004年希腊裔塞浦路斯人拒绝了联合国重新统一塞浦路斯的计划之后,作为主要种族的希腊裔和生活塞浦路斯岛北部的土耳其裔之间的对抗就日渐升级。土耳其裔塞浦路斯人已经投入了土耳其的怀抱,并试图得到更多的国际认可。而希腊裔塞浦路斯人则把欧盟成员地位用作挫败土耳其裔入盟梦想和阻碍欧盟与岛国北部发展贸易的武器。

欧盟不会允许塞浦路斯自行其是,这主要是因为作为欧盟成员,这个岛国表现得与欧盟同床异梦。2004年5月,塞浦路斯整体加入欧盟,但欧盟既有法规( acquis communautaire) 却只在政府直接控制的地区生效,而在土耳其裔塞浦路斯人控制的区域则被暂缓执行。土耳其政府不明智地干扰欧盟拓展其关税联盟,吸纳所有新成员国,包括塞浦路斯参加的计划。与此同时,欧盟也未能履行对土耳其裔塞浦路斯人的援助和贸易承诺。

如果塞浦路斯僵局继续下去,也许最令人忧虑的后果是可能剥夺土耳其加入欧盟的机遇,因为希腊裔塞浦路斯人毫不妥协的态度为希望阻止土耳其入盟的其他成员国提供了口实。僵局还可能影响到希腊和土耳其之间的关系,尽管希腊总理科斯塔斯·卡拉曼利斯(Kostas Karamanlis)不久前对土耳其的出访点燃了和解的希望——这是半个世纪以来希腊总理首次访问土耳其。
