发自布鲁塞尔——世界银行、联合国粮食及农业组织,国际农业发展基金会和联合国贸易与发展会议秘书处四个组织最近联合出台了七条“负责任的农业投资原则”,希望利用这几条原则来确保大规模的土地投资能获得“双赢”的成果,给投资者带来收益的同时也令当地社区受益。虽然此举的初衷是好的,但很遗憾,这些个条文只不过是些不切实际的想法罢了。

许多年以来,私人投资者以及各个国家一直在全世界范围内购买和租赁数百万公顷的农地,以确保自身粮食,初级产品以及生物燃料的供应,又或者是用大规模种植来换取“碳储存”补贴。而包括华尔街银行和对冲基金在内的西方投资者则把对土地的直接投资视为当前动荡金融环境中的避险天堂。

这类交易的规模也异常巨大。自2006年以来,约有1500万到2000万公顷(相当于法国耕地总面积)的土地被放到了外国投资者的谈判桌上。
