丹佛——最近的朝鲜核试是迄今为止三次中最危险的一次:国际社会在语言和行动上做出的反应将真实地反映我们所生活的世界。同时,无论中国人是否愿意,他们的对策将意味深长地反映出中国在全球治理中扮演的角色。

虽然细节尚不完全清楚,但核试验已经表明朝鲜科学家在提高武器产量方面取得了长足的进步。2006年10月的核试显示在设计方面可能出现失误,而2009年试验是否算得上核试都值得怀疑。

但无论从何种角度,朝鲜本月举行的核试都再无值得怀疑之处。此外,尽管很难估量朝鲜在上述核试中有多少恫吓成份,但似乎有理由担心朝鲜科学家在实现设计小型化(在导弹上安装核装置的必要步骤)方面也取得了进步。
