西班牙托雷多--三个月前在安那波利斯开启的巴以和平会谈并不缺乏对于如何解决双方冲突的核心问题的想法。在经过多年徒劳地试图和平解决争端,以及十几次根据谈判者的部署而推出的官方以及不公开渠道的和平计划后,能够创造性地达成协议的空间已经非常小了。

但是更深层的问题并不在于此,而是在于领导力的缺乏以及巴勒斯坦政治上的分裂。事实上,在巴勒斯坦人眼里唯一能够合法地基于两国共存的方案达成和平协议的人阿拉法特已经将这种合法性与他自己一起带入了坟墓。

阿巴斯总统在巴勒斯坦人眼里从来就不是一个令人鼓舞的人物,而他的政治影响力自从把加沙丢给了哈马斯后被进一步削弱了。事实上,阿巴斯甚至无法控制他自己政党的军队法塔赫,后者在对以色列发动恐怖袭击方面甚至比哈马斯更猖獗。如果不是以色列人常常对阿巴斯控制的领土上的哈马斯和法塔赫发动袭击,巴勒斯坦民族权利机构恐怕早就失去对西岸的控制了。
