柏林—认真说,正在进行的联合国气候谈判有可能失败。平心而论,在最近的波恩会议上,人们对11月的华沙气候会议期望极低,几乎说已经败无可败。但是,在2009年的哥本哈根会议上,承诺形成全球协定的气候谈判各方食言了,因此,2015年12月的巴黎峰会几乎也必将沦为又一场灾难。

对国际气候政策领导权威欧盟来说,哥本哈根峰会的结果特别令人失望。在多年谈判和大量科学评估报告的基础上,代表团被人们寄予了最厚的期望能够达成全面气候条约。最终,这一期望被证明只是镜花水月。
