人民币汇率问题又一次成为美国国会的靶子,反华情绪,似乎又开始在美国流行起来。

但此次行动似乎比以往来的更为诡异。 2004 年至 05 年时,美国国会要求人民币大幅升值,当时的情形是,中国国际收支经常项目顺差正在快速增长。而由于美国金融泡沫崩盘导致全球经济衰退的大前提下,中国的国际收支项目顺差正在显著减少。刨除香港之外,中国全年总顺差达到 2000 亿美元,这只相当于 2008 年时候约三分之一。如果用 GDP 来衡量,下降的还要厉害,因为 2008 年的 GDP 增长率是 8.7%
