华盛顿——2001年9月11日恐怖袭击后,美国军方历经十余年战争后已开始进行历史性的变革。我们结束了伊拉克战争;我们正在阿富汗有效落实过渡和裁军;我们在反恐斗争中严重削弱了“基地”组织的领导层。
