雅典——2009年是剧烈动荡的一年,在这种动荡中又隐藏着更大的不确定性。柏林墙倒塌20年后,世界局势正考验着冷战后建立的安全体系。长期存在的冲突还没有得到解决,复杂的新挑战又开始出现。能源安全、有组织犯罪、恐怖主义、专制主义、原教旨主义、气候变化以及网络犯罪是每一个国家强烈关注的问题。

经济危机让许多人不再像从前那样富裕,或许也不再愿意关注解决欧洲安全问题。但我们必须记住危机也带来了变化的机遇。

今年也取得了一些积极进展,包括欧洲安全对话中俄美两大对手关系的重启。随着欧盟总统和外交政策高级代表的任命,欧盟在不久前朝着团结和统一迈出了重要的一步。
