法兰克福—尽管欧盟在金融市场一体化方面取得了很大的进展,但在关键领域仍存在着诸多障碍:零售服务、银行并购和税制协调等等。构建完成一个单一的金融市场会促进所有成员国的经济增长和繁荣。它还会扩大消费者的选择,开创一系列新的投资机会,强化欧盟的银行业并使欧洲成为金融创新的中心。

单一欧洲金融市场的未来是怎样的呢?首先,在欧盟内部需要一个平等的竞争环境。其次,欧洲银行业的整合必须延伸,所有的保护主义壁垒和其它针对并购的障碍都要打破。再者,欧洲的市场必须和金融中心的全球网络融合,特别是美国和亚洲的金融中心。

欧盟在1999年启动并分阶段实施的《金融服务行动纲领》主要焦点在于证券市场。它促进了专业券商的竞争和创新,还特别鼓励了机构市场参与者进行欧盟范围内的跨境交易。其结果是使证券“批发”行业得到了长足发展,然而零售顾客在很大程度上却被忽略了。
