每当国际货币基金组织遴选新的总裁时,总有批评家抱怨从新兴市场国家寻找职位候选人已成为历史。但是这种抱怨并不能改变固守了六十年的传统---欧洲人领导际货币基金组织,美国人执掌世界银行。只有这些新兴市场国家联合起来,在一个代表的统领下,才能够有力地确保这一职位。
