全民公决谜题

纽约——全民公决在欧洲风靡一时。今年六月,英国选民将就英国是否留在欧盟举行全民公决。匈牙利政府也已呼吁就是否接受欧盟设定的难民配额举行全民公决。匈牙利总理维克托·欧尔班已明确表示匈牙利将抵制移民入境。“所有恐怖分子基本都是移民,”他说。而公投结果很可能对他有利。

继一次成功的请愿活动后,今年4月荷兰可能将举行最奇怪的全民公决。荷兰民众公决的问题是荷兰是否应当签署欧盟和乌克兰结盟协议。所有其他欧盟成员国均已签署,但没有荷兰人的首肯就无法批准这项协议。

有人可能认为与乌克兰贸易协定和关税障碍等繁琐细节将难住多数荷兰选民,而且有人也可能会问他们怎么会关心到举行公投的地步。但公投迎合了正在席卷许多国家的民粹主义情绪,从美国的唐纳德·特朗普到匈牙利的欧尔班莫不如此。
