当然,那些冀望建立“布雷顿森林体系 II”的人就大失所望了。但原来的“布雷顿森林体系”的建立也非一日之功;的确,在1944年的那次会议之前是长达两年半的准备性谈判。这可能是要在这些重量级问题上做出决策的起码前提。而最近的G-20峰会是在几乎没有任何真正意义上的前期准备的情况下召开的。

有三项任务有待完成。首先,必须给国际金融体系“垫底”以阻止其崩溃。其次,该体系一旦复苏就需要有新的监管机制。因为如果它还是一成不变,那么就只可能造成新的危机。而要找到一套行之有效的监管体系并非易事。在过去的25年以来,世界每五年就要经历一次巨大的金融危机,而每次爆发都有各自的原因。
