让联合国的官员谈论国际体系的改革,就像听英国人谈论天气:它是日常会话的主要内容,但真正的变化却似乎总是可望而不可及。这个星期三,166个国家和政府的首脑将会聚集纽约,举行一次峰会。我们希望这次峰会能将改革进程推进一大步。
