柏林—让我们想象这样一个时刻:我们可以根据我们的意愿改变世界。巨大的经济不平等让位给了社会和政治包容。普世人权成为现实。我们结束了森林采伐和适耕土地破坏。渔业储量回升。二十亿人着眼于没有贫困、饥饿和暴力的世界。我们不再空谈治理气候变化和资源稀缺问题,而是开始尊重和支持地球和大气的极限。

这就是2001年联合国千年发展目标(Millennium Development Goals)发布的目的。这也是明年千年发展目标到期、联合国发布环境和发展政策后续框架的目的。即将到来的可持续发展目标(Sustainable Development Goals)将寻求保护生态系统、保存资源,以及与千年发展目标一样让数百万人摆脱贫困。

环境和发展框架相结合是一个好主意——构建在一系列具法律约束力、在联合国的支持下起草、能够保护环境、维持生物多样性、坚持人权和减少贫困的国际公约和协定的基础上。尽管它们也许并不完美——并且,不幸的是,批准它们的国家并不总能实现目标——但它们已经建立了鼓励各国兑现承诺、使公民有勇气问责政府的制度程序。
