Incluir a Europa en el presupuesto de la UE

La mayoría de los observadores independientes concuerdan en que el presupuesto de la Unión Europea ya no refleja sus principales tareas y objetivos de política general. La ayuda a la agricultura, sector en decadencia, consume más del 40 por ciento del gasto, mientras que se gasta poco para el futuro (investigación e innovación) o en sectores en los que la UE debe hacerse cargo de nuevos cometidos, como, por ejemplo, la seguridad interior y exterior.

Además, las contribuciones con cargo a los presupuestos nacionales constituyen la inmensa mayoría de los ingresos. Los gobiernos de los Estados miembros consideran dichos ingresos “su dinero” y los comparan con “las sumas percibidas” por ellos. De modo que las negociaciones sobre el presupuesto de la UE se basan exclusivamente en lo que las haciendas nacionales deben pagar y lo que los agricultores y las regiones de su país recibirán. Los ciudadanos europeos no tienen una idea clara del costo total y sólo están interesados en preservar indefinidamente las transferencias a su favor.

El alejamiento cada vez mayor del presupuesto respecto de los objetivos de la Unión se debe a procedimientos de adopción de decisiones que autorizan al Consejo Europeo, que representa a los gobiernos miembros, a adoptar todas las decisiones importantes conforme a una regla de unanimidad, mientras que el Parlamento Europeo y la Comisión Europea están limitados a un papel de menor importancia.
