多数独立观察者达成一致意见,认为欧盟的预算已不再反映它的主要任务与政策目标。40%以上的开支被用于农业这样一个日益下滑的产业上,而用在未来研究和发展以及欧盟必须承担起新责任的领域(诸如:内部和外部安全)上的经费却寥寥可数。

此外,欧盟收入的主体由来自各国国内预算的款项构成。成员国政府将这些收入看作“他们的钱”并把它们比作“他们的收入”。于是,单单就国家财政必须所付以及欧盟内部农民和地区所得这两个问题的欧盟预算谈判得以形成。欧盟公民对欧盟的总支出无清晰概念,他们只对无限期保持对他们有利的汇兑感兴趣。

欧盟的决策程序规定,代表各成员国政府的欧洲理事会在做重要决定时奉行一致通过原则,而将欧洲议会和欧洲委员会限制在一个较次要的地位,这使得欧盟预算与欧盟目标愈走愈远。
