La revolución de la capacitación, puertas adentro

BERKELEY – Una fuerza laboral altamente capacitada es un bien público, crucial no sólo para la prosperidad de los propios trabajadores, sino también para la fortaleza de la economía en su totalidad. Y, como sucede con casi todos los bienes públicos, es algo en lo que Estados Unidos ha venido desinvirtiendo desde hace décadas, dejando a muchos trabajadores norteamericanos sin las capacidades que necesitan para conseguir empleos bien remunerados.

Afortunadamente, hay señales de progreso. Conforme el mercado laboral norteamericano se ajusta y un creciente coro de empresas se queja de que no pueden encontrar trabajadores capacitados, asociaciones innovadoras entre gobiernos, empleadores e instituciones educativas están empezando a llenar el vacío.

Los gobiernos cargan sobre sus espaldas con la principal responsabilidad en lo que concierne al financiamiento de la capacitación de la fuerza laboral. Pero los programas efectivos exigen algo más que dinero; requieren que los empleadores y los educadores puedan identificar las habilidades necesarias, crear las estructuras para enseñarlas y conectar a los trabajadores capacitados con los empleos disponibles. Para tener éxito a la hora de alcanzar estos objetivos, los programas de capacitación deben adaptarse al ritmo de los cambios rápidos en el terreno de la tecnología y la consiguiente evolución en el mercado laboral.
