培训革命的内部

伯克利—受过高度培训的劳动力是一种公共品,不但对工人自身的兴旺至关重要,对整个经济的强大亦然。与大部分公共品一样,几十年来美国在这方面一直投资不足,导致许多美国工人没有获得高薪工作所需要的技能。

幸运的是,改善信号已显现。随着美国劳动力市场状况的收紧和越来越多的公司抱怨找不到高技能工人,政府、雇主和教育机构间的创新合作正在开始填补这一差距。

在培训劳动力方面,政府承担主要责任。但有效的培训计划所需要的不仅仅是钱;也需要能识别必要技能、创造教授这些技能的结构、让受过培训的工人与可获得的岗位匹配的雇主和教育者。要想成功实现这些目标,培训计划必须与技术的快速变革及其所带来的劳动力市场演化相适应。
