渐进式现实主义

美国民调显示公众对于布什总统的外交政策赞成率较低,但是对于应采取什么政策却众说纷纭。雄心勃勃的新保守派和咄咄逼人的民族主义者在布什总统的第一个任期内制定的外交政策如同一辆只有加速器没有制动器的汽车,注定要出轨。

但是美国应如何使用它空前的力量以及价值观应发挥什么作用呢?现实主义者警告不能让价值观决定政策,但是民主和人权两个世纪以来一直是美国外交政策固有的内在组成部分。民主党可以采纳罗伯特·赖特和其它人的建议,实行“渐进式现实主义”来解决这个问题。

渐进式现实主义的外交政策首先要了解美国力量的优势和局限。美国是世界上唯一的超级大国,但是优势不是帝权或霸权。美国可以影响但却不能控制世界上其它国家和地区。
