从这个角度讲,2013年是欧洲和美国的一个良好开端。1月1日,欧盟颁布了一项法令,禁止从受孕第四周到生产前一周之间把母猪关在窄圈中。如今,数百万头母猪想必已经拥有了转身甚至走动的自由。猪圈也不能只有水泥,必须铺上稻草和其他让母猪感到自然的材料。到1月20日,27个欧盟成员国中的20个至少完成了九成的该法令要求,欧洲委员会准备采取行动以确保该法令的完全执行。

与此同时,在美国,美国人道协会(Humane Society of the US)的积极奔走已经说服50家主要猪肉采购商宣布将不会购买使用窄圈饲养母猪的供应商的猪肉。(Chipotle和Whole Foods等公司已经开始这样做了。)
