Nuevos horizontes para la financiación del desarrollo

WASHIGTON, DC – Cuando los Objetivos de Desarrollo del Milenio (ODM) expiren al final de este año, el mundo habrá logrado un importante avance en la reducción de la pobreza, el suministro de agua potable y saneamiento y otros importantes objetivos. Para velar por que el próximo programa de desarrollo, sustentado por los Objetivos de Desarrollo Sostenible (ODS), produzca avances aún mayores, los dirigentes mundiales deben perfeccionar y optimar el marco de los ODM, en particular en materia de financiación.

Los ODM propiciaron el consenso entre los gobiernos, las organizaciones multilaterales y las ONG para apoyar la aplicación de los programas y las políticas fundamentales, y las asociaciones mundiales abogaron por la obtención de recursos. Para lograr la máxima eficiencia, se aplicaron y financiaron los ODM de forma particular, en lugar de como una unidad, y se llevaron a cabo nuevas iniciativas cuando no se logró alcanzar las metas, pero ese método creó algunos desequilibrios, pues las iniciativas relativas a la salud y la instrucción mundiales atrajeron más financiación que otras medidas.

Se debe reevaluar ese modelo sectorial antes del lanzamiento del próximo programa de desarrollo para velar por que no persistan dichos desequilibrios. Resulta particularmente importante hacerlo, en vista de que los ODS propuestos van encaminados a abarcar las dimensiones social, económica y medioambiental del desarrollo sostenible, haciendo que sean más amplios e interdependientes que los ODM.
