改革还是改变美联储?

伯克利—无聊的美国总统选举季出现了特别滑稽的大转变,候选人纷纷抛出货币改革方案。当然,这并非总统候选人提出要改动美国货币政策。但像目前那样的彻底变化——有考虑欠妥之嫌——在历史上都是不多见的。

为何候选人和潜在选民对这些方案如此上心不难理解。自金融危机以来,美联储采取了 一系列前所未有的措施,将利率削减至零、大规模扩张其资产负债表,还救助了陷入困境的金融机构。这些措施本意是解决经济顽疾,但它们与这些顽疾相辅相成,这让很多人认为它们才是根本性根源。

类似地,美联储参与救援受困金融机构也被抨击为将华尔街置于优于主街(Main Street)的地位。此外,还有人批评美联储制造了不平等性,先是通过保持低利率从而伤害固定收益,现在则是通过提升利率伤害工资增长。
