NEWPORT BEACH – Yo no sé usted, pero siempre que estoy en un avión que pasa por una turbulencia me reconforta pensar que los pilotos que están a puerta cerrada en la cabina de control saben qué hacer. Me sentiría muy diferente si estuviera abierta la puerta y observara a los pilotos frustrados debido a la deficiencia de los controles del avión para responder, que tratan de ponerse de acuerdo en la siguiente medida que tomarán, y que los manuales de operación no son de mucha ayuda.

Por consiguiente, es preocupante que los responsables de la toma de decisiones en muchas economías occidentales ahora se parecen al segundo grupo de pilotos. Esta percepción refleja no solo las declaraciones contradictorias y conducta de quienes toman las decisiones, sino también la medida en que los resultados económicos no han cumplido sistemáticamente sus expectativas.

Esta percepción es evidente en Europa, los Estados Unidos y Japón donde los indicadores sobre la percepción de la economía se están deteriorando de nuevo, las recuperaciones de por sí débiles se están estancando, y las hojas de balance exiguas se están haciendo todavía más precarias. Comprensiblemente, las empresas y las familias se están haciendo más cautelosas – dificultando inevitablemente mucho más el trabajo de quienes diseñan las políticas.
