以苏格兰为例,那里在9月18日即将就独立议题举行公民投票。此次公投是苏格兰国民党在2011年苏格兰议会选举中大获全胜的产物。英国首相卡梅伦反对苏格兰脱离英国,但并没有反对举行公民投票。公决措辞确定后举行的民调(“苏格兰是否应当成为独立国家?”)显示“赞成独立”的一方不大可能占据明显多数。
