要和平进程,还是要和平?

发自拉马拉——如果要实现中东和平,最明显的方法莫过于让巴以双方领导人举行直接谈判。但历史一次又一次的告诉我们,单纯操办一场声势浩大的和平进程,是无法带来和平的。

阿拉伯联盟各成员国将在本月晚些时候召开会议,讨论应否建议巴勒斯坦领导人与以色列展开直接对话。但有巴勒斯坦官员却认为直接对话根本毫无用处,因为这种对话无法谈到任何实质性问题,只不过是大家聚在镁光灯前在一起摆摆样子,让人觉得和平进程依然存在罢了。

对巴勒斯坦人来说,实质性和平谈判的第一步必须包含一系列有关边界以及安全等基本问题的协议。对此巴勒斯坦当局已经通过美国向以色列递交了一份书面草案,内容包括要求以色列放弃其在1967年占领的领土并退出目前被犹太人定居者强占的土地,同时也允许以色列以其他同等面积和重要性的土地进行交换。而对于这些未来即将划归巴勒斯坦国的土地,以色列目前却依然未制定出任何文本来阐述自己的立场。
