那么中东是否即将达成持久、全面的和平协议?事实恐怕并非如此。

除去由于参与各方在核心问题上无法调和的分歧导致似乎没有取得任何进展的安纳波利斯会谈以外,所有的和平努力与其说是一种战略进展,还不如说是一种战术努力。没有哪次谈判仍然存在着从战争一步走向和平的条件,参与谈判的各方也根本不敢抱有这种奢望的心理。
