耶路撒冷——自从比尔·克林顿总统最后任职期间在白宫举行的以巴和平谈判失败以后,中东还从来没有像今天这样采取过如此疾风暴雨般的和平外交措施。以色列和哈马斯在加沙地带达成了停火协议,以色列和叙利亚开始进行和平谈判,以色列还为黎巴嫩提供了阻碍双边协议达成障碍的解决机遇。以色列和马哈茂德·阿巴斯总统领导的巴勒斯坦当局的和平谈判也许没有那么富有戏剧色彩,但却能够一如既往地一直持续下去。

那么中东是否即将达成持久、全面的和平协议?事实恐怕并非如此。

除去由于参与各方在核心问题上无法调和的分歧导致似乎没有取得任何进展的安纳波利斯会谈以外,所有的和平努力与其说是一种战略进展,还不如说是一种战术努力。没有哪次谈判仍然存在着从战争一步走向和平的条件,参与谈判的各方也根本不敢抱有这种奢望的心理。
