Крайне бедные в сельских областях Латинской Америки живут в среднем в пяти километрах или больше от ближайшей мощеной дороги – почти в два раза дальше, чем не бедные сельские семьи, что приводит к трудному и очень дорогостоящему доступу к рынкам и необходимым услугам. Кроме того, плохой транспорт подрывает международную конкурентоспособность Латинской Америки. Больше половины латиноамериканских фирм считают плохую инфраструктуру главным препятствием для функционирования и роста их бизнеса.

Одна альтернатива очевидна: тратить больше (и более разумно) на инфраструктуру. В среднем, страны Латинской Америки и бассейна Карибского моря тратят меньше 2% от своего ВВП на инфраструктуру, в то время как для того, чтобы поддерживать быстрый рост и не отставать от таких стран как Китай или Корея, необходимо от 3% до 6%.

Учитывая скудные государственные средства и финансовые ограничения, чтобы увеличить расходы, пользователи должны покрыть более высокую долю затрат. Для этого необходимо развитие платежной культуры, а также обеспечение сети безопасности для тех граждан, которые не могут позволить себе платить.
