伙伴关系?什么样的伙伴关系?

伦敦-尽管欧盟新推出了“东欧伙伴关系"这一概念,但欧盟对其东部邻国的政策还是遇到了麻烦。欧洲公共舆论越来越呈内省色彩,并时而沦为为保护主义。那么该怎么处理位于欧盟与俄罗斯之间的东欧六国这一“灰色地带”呢?无所作为的政策是不可接受的。该地区已在经济危机中受到严重打击,而更糟糕的是,它们还存在国内的政治动荡和严重的国家安全问题。

 “东欧伙伴关系” (EaP)这个倡议是波兰和瑞典在去年初夏提出的。因此,按欧盟的标准,它已经是快速推进了。此项新倡议是完全针对欧盟的东部地区-乌克兰、摩尔多瓦,白俄罗斯、格鲁吉亚、亚美尼亚和阿塞拜疆-的,旨在补充“欧洲睦邻政策”。此倡议没有获得什么新资源,而真正用于项目上的预算( 6个国家4年共6亿欧元)也很有限。其意图是,“东欧伙伴关系”将作为对这些国家发出的一个积极的信号,改变该地区在欧盟进行讨论时的氛围,慢慢地将该地纳入欧盟的轨道中。

该提议让俄罗斯恼火了。但欧盟本身在此倡议上也有自己的麻烦。例如,欧盟很在说服领导人出席在星期四的布拉格会议花了很多力气。而那些同意出席的领导人对该地区来说并不是一个好广告。 自从2004年“橙色革命”之后,乌克兰总统尤先科把该国带入一个接一个的危机中,而他现在的支持率低于5 %。格鲁吉亚总统萨卡什维利在2008年8月发动了灾难性军事行动,其后他就一直忙于应付国内的抗议。亚美尼亚总统Serzh Sarksyan在2008年2月导致了10人死亡的有争议的大选后,也面临着抗议。 2009年3月阿塞拜疆总统阿利耶夫举行了宪法公民投票,开始为他任终身总统扫平道路。最有争议的是一直被称为“欧洲最后的独裁者” 的白俄罗斯总统亚历山大·卢卡申科。此前,白俄罗斯甚至没有被列入“欧洲睦邻政策”的范围。
