拉马拉——据巴勒斯坦人说,巴勒斯坦成为联合国成员国的想法起初正是受到美国总统巴拉克·奥巴马的启发。奥巴马2010年9月23日在联大讲话时说希望“明年再聚首时能就联合国新成员国的诞生达成一致——建立一个拥有独立、主权,能与以色列和平共处的巴勒斯坦国。”巴勒斯坦人对奥巴马的话信以为真了。

奥巴马开始重启中东和平进程时,以色列拒绝冻结临时定居点的建设。为了换取以色列在拟定的巴勒斯坦国境内暂时停建犹太人定居点,美国甚至主动提出出售价值30亿美元的军火。但以色列总理本雅明·内塔尼亚胡拒绝了美国的提议。

九个月后,奥巴马再次试图启动谈判。他在五月的讲话中说,“以巴边境应该以1967年边界线为蓝本进行相互交换,以便确立安全且得到双方认可的边境线。”
