巴基斯坦的黑色革命

上海——上月就职后,巴基斯坦总理优素福·拉扎·吉拉尼立即下令释放去年11月被总统佩尔韦兹·穆沙拉夫扣押的60名法官。这是法制在巴基斯坦取得的一场胜利,更是去年秋天走上街头抗议穆沙拉夫强行宣布进入紧急状态的勇敢的巴基斯坦律师们的胜利。

律师们游行、唱歌、跳舞、互掷公文包和标语(还有少量鸡蛋和石头)。正如一名巴基斯坦博客所写的那样:“他们穿着黑色西装跳舞,他们系着黑色领带跳舞。黑色西装就是他们的冲锋枪,黑色领带就是他们的子弹。”在全世界各种颜色的革命中,巴基斯坦的革命笼罩着法律肃穆的色调中。

去年11月,穆沙拉夫将所有拒绝同意他宣布紧急状态(据称是为了保护国家免受恐怖分子袭击)的法官解职,相当于对律师界和司法界同时宣战。由七名成员组成的最高法院在首席法官伊夫提哈尔·默罕默德·乔杜里的领导下做出反击,颁布命令禁止政府宣布紧急状态。
