巴黎——八国集团、五国集团、二十国集团、两国集团、三国集团,现在又是十四国集团(八国集团加五国集团再加埃及):世界秩序的“数学题”从来没有比今天更混乱、更复杂。

2005年联合国五十周年纪念日的时候,科菲·安南曾试图调整我们这个世界的多边体制,以使其适应新的现实。这是个勇敢的举动,只可惜生不逢时。北方工业国还没有认识到新兴国家的力量,也没有意识到在南北、东西间达成新平衡格局的重要性。

目前这次金融经济危机所造成的深刻伤害,以及美国作为起源国显而易见的责任,是否为彻底重塑多边体制创造了必要条件和有利环境?现在肯定变革将会来临恐怕为时尚早。可以肯定的是,必须重新协调北南关系,实事求是地看待欧洲在目前多边体系中的作用。
