亚太地区成为奥巴马政府的外交政策关键

剑桥——亚洲重返世界舞台的中心是本世纪具有重大意义的转折。早在1750年,亚洲人口约占世界的五分之三,总产出占全球的四分之三。上世纪初,即西方工业革命之后,亚洲在世界总产出中的贡献缩减到五分之一。然而,到2050年,亚洲的经济水平预计会重回其三百年前的水平。

对于亚洲在新世纪的崛起,美国此前没有给予应有关注,只是忙于伊拉克和阿富汗战争。而日前美国国务卿希拉里•克林顿终于提及,美国的外交政策将把东亚地区视为“关键”。

政策中心的这一转移已有实际体现。例如,奥巴马总统下令派遣2500名海军陆战队员到澳大利亚北部的某基地进行训练。此外,十一月(在奥巴马的故乡夏威夷州)的亚太经济合作组织会议召开之后,各方贸易谈判的主题成了所谓跨太平洋伙伴关系。这都佐证了奥巴马政府的政策,即美国意图在亚太地区保有深度力量。
