奥巴马的世界新秩序

当全世界都在努力体会美国总统巴拉克·奥巴马最近在开罗发表的历史性讲话之时,一个结论是显而易见的:那就是虽然一场讲话并不足以消融美国和伊斯兰世界数十年以来的敌意和猜忌,但这无疑是个意义重大的开始。

而另一个不太明显但更重要的结论则是:奥巴马的野心可并不仅限于对伊斯兰恐怖主义来个釜底抽薪或者是中东和平,而是要重新塑造一个新的世界秩序。

对奥巴马这个不平凡的美国总统来说,此番针对伊斯兰世界的戏剧性开场白只不过是一系列政策启动计划的最新一幕而已。虽然金融危机事实上已经迫使新政府与中国——这个“正在崛起”的世界强权早已一跃成为金融海啸的最大赢家——走得更近。但可没有类似的背景因素去推动美国“重整”与对俄关系,与拉美各国及土耳其重修旧好,或者与伊朗重新接触。因此上述行动都是经过深思熟虑的政策产物。
