奥巴马的亚洲观

    纽约--如今,奥巴马当选美国总统创造了历史。整个亚太地区的人民都热切希望他将会与竞选时不同地关注亚洲。在过去几个月时间里每次我访问亚洲国家,无论是南韩或是印度,中国或是日本,人们总是不断地问我候选人奥巴马在贸易、外交以及新型地缘经济秩序等三个问题上的立场。我们现在都希望当选总统奥巴马将会不仅在言辞上、而且在行动上提供答案。

    政策分析人士以及对此关注的亚洲人士经常说,当美国共和党在美国执政,亚洲就可以喘一口气。他们的假设是共和党将会支持自由贸易和反对保护主义。这一次,他们还没有从当选总统、一位民主党人那里听到很多有关与亚洲贸易的谈话。而且,他们所听到的其有关北美自由贸易协定的立场、也就是单方面修改这一贸易协定并不激发信心。

    与此同时,像印度这样的国家感到,美国和欧洲一道站在“自由”和“公平”贸易的一边,但总是从狭隘的民族主义观点来看待问题。他们说,如果美国认真对待“公平”贸易,那么,一个例子就是美国新政府将会处理农业补贴的不公。农业补贴导致世界贸易组织多哈回合谈判破裂。最为重要的是,贸易政策必须既要自由,还要公平(不仅对美国工人公平,还要对亚洲工人公平),同时还要让亚洲放心,奥巴马了解他们的需要。
