奥巴马与亚洲的两个走向

发自东京——无论是全球经济向亚洲倾斜的不断倾斜,还是中国作为一个超级大国的日益崛起——这可是我们时代的核心历史事件,将带领全球事务走向可见的未来——都没能吸引美国的目光。2001年的恐怖袭击与紧随其后的阿富汗和伊拉克战争,2008年的大萧条,“阿拉伯之春”以及欧洲主权债务危机等一系列问题使得美国无暇他顾,无法协助复兴中的亚洲构建一个长久区域和平架构。

今年11月,亚太经济合作组织首脑会议将在美国总统奥巴马的家乡夏威夷举办,届时,他将可以借主持会议之机着手纠正当前这种不平衡状态。这次会议的时间可谓天赐良辰,因为亚洲的一系列问题正逐渐浮出水面。

比如,各国正为争夺南中国的岛屿,环礁和海床而争吵不休,中国更是明目张胆地宣布整个南中海都是自己的主权领土。今年在巴厘岛上举行的东盟首脑会议本已达成协议,采用双边协商来解决这一区域的领土纷争,无奈中国的霸道声明从一开始就决定了这个协议的悲剧命运。事实上中国目前强调该海域与台湾和西藏一样属于自身国家核心利益的组成部分,并为此不惜一战。
