俄罗斯的欧亚愿景

纽约—正在乌克兰逐渐升级的冲突——一方是西方支持的政府,另一方是俄罗斯支持的分裂主义者——让人们开始关注一个根本问题:克里姆林宫的长期目标是什么?尽管俄罗斯总统普京的即期目标可能仅仅是重新掌握克里米亚的控制权并保持对乌克兰事务的某些影响力,但其长期野心远不仅于此。

普京的野心不难发现。他曾经有一个著名的论断,苏联解体是二十世纪最大的灾难。因此,他的长期目标一直是以某种形式重建苏联,也许是一个类似于欧盟的由成员国构成的超国家联盟。

这一目标并不令人惊奇:不管是否衰落,俄罗斯一直视自己为超级大国,周边应该有缓冲国围绕。在沙皇时代,帝俄不断扩张势力范围。在布尔什维克的领导下,俄罗斯建立了苏联和一个包括了大部分中欧和东欧的影响圈。而如今,在普京类似的极权政权治下,俄罗斯计划逐渐建立一个巨大的欧亚联盟。
