朝鲜的强大弱点

美国剑桥—美国总统奥巴马和中国国家主席习近平上个月在加州举行了“习奥会”,在他们的会谈中,朝鲜是一个重要话题。这一话题并不新鲜,但习奥的话语很新鲜。

二十多年前,国际原子能机构(IAEA)抓了朝鲜违反安全保障协定、再加工钚元素的现行。在2003年宣布退出随后由克林顿政府谈定的协议框架后,朝鲜驱逐了IAEA调查员,退出了和不扩散条约,并进行了三次核爆和多次导弹试验。

在这二十年中,美国和中国官员在公私场合频繁讨论朝鲜的行为。中国一直说,它不希望朝鲜发展核武器,但又称对朝鲜政权影响力有限,尽管它是朝鲜食品和燃料的主要供应者。结果中美照本宣科地声称去核化是两国的共同目标,除此之外再无建树。
