德国对俄天然气的亡命追逐

发自布拉迪斯拉发——在特定的情景下,我们都会上当受骗——倘若欧盟同意建造俄罗斯通过波罗的海向德国增加一倍天然气供应量的北溪二期输气管工程的话,情况就是如此。参与该项目的五个欧洲公司(各占10%的股份)声称它们与俄罗斯天然气工业股份公司(拥有余下50%股份)的合作伙伴关系就是个单纯的商业计划。但事实上这可不仅仅是门生意,而且情况也更加凶险。

当十年前宣布建造北溪管道一期的时候,时任波兰外交部长的拉德克·西科斯基(Radek Sikorski)就将其与1939年的《苏德互不侵犯条约》(纳粹德国和斯大林苏联之间的互不侵犯条约)相提并论。在欧盟签字确认这桩交易之时,各界纷纷指责西科尔斯基言过其实,哗众取宠。

如今,眼看着俄罗斯吞并克里米亚并不断侵犯乌克兰主权之后,西科斯基的话好象就显得不那么荒诞了。事实上,现在的俄罗斯天然气工业股份更像是克里姆林宫的政策工具(及其收入来源),其天然气供应被反复用来实施政治勒索,特别要用来让乌克兰这类前苏联加盟共和国乖乖听话。
