生活在贫困地区的群众有权享受经济发展,这样他们就可以自己生产粮食、使用清洁水源、建设住房、并享受医院和学校带来的所有福利。这些都是基本人权的组成部分,停滞于事无补,它们只有通过经济发展才能变成现实。
