如果回顾一下15年前这个月发生的那次震撼欧洲和世界的革命,我们应该为取得的成绩感到骄傲-我们得到了自由、民主,跨越了长达40年的欧洲分裂。但我们也应该清楚冷战结束后,我们究竟还失去了哪些机会。

归根结底,是苏联发生的革命导致了冷战的终结。但20世纪80年代中期我所倡导的改革和开放的民主政策也绝非凭空而来,其根源就在于20世纪五六十年代尼基塔赫鲁晓夫、还有后来柯西金所做的改革努力。

在如今的很多人看来,这种"更新"社会主义制度,使之能为人们所接受的努力从一开始就注定不会成功。但这些早期的改革实际上比我20世纪八九十年代的改革难度更大。就任总统期间,我们必须培养一种民主的氛围,但只有在恐惧不再统治一切的时候,这种努力才有可能成功。
