新世界的新政策范式

发自华盛顿特区——在过去的1/4个世纪内,全球经济经历了一场持续稳定且低通胀的增长。这场所谓的“大稳定”令许多政策制定者产生了某些错误的安全感,高估了自己管理经济和处理金融危机的能力。但当“大稳定”摇身一变成为“大萧条”,那些常规思维的致命弱点就暴露无遗了。而其中最明显的一点就是我们对金融系统和经济大环境之间的联系——以及国家之间的联系——的理解是何等的拙劣。

时至今日,随着政策制定者们都在寻求一种在2011年及以后进行经济管理的新范式,我们有必要加深对这些联系的理解,并以此促进经济增长降低危机的风险。
