欧盟布鲁塞尔峰会的失败收场使最新加入的东欧中部成员国和“元老级”成员国之间的态度形成了极度鲜明的对照。也许令很多人吃惊的是,这场演出并没有按照人们预想的剧本那样上演。人们原以为新成员国将会毫不留情地奉行实际主义,尽可能地多向欧盟要钱,而大部分西欧国家将最终放下他们的国家利己主义以支持数十年来的欧洲一体化的理想。

结果,却是欧盟的东部——人们预料中亟需钱财的不成熟民主国家——以拯救政治一体化之名大声呼吁峰会的和解,而大部分老欧洲民主国家却在为他们自己的“国家利益”激烈争斗。由于某些大国强烈的国家利己主义,欧盟2007-2014年财政预算的谈崩将给欧洲带来不利的后果。

欧盟新成员国领导人在峰会的讲话表示他们已经意识到了这种可能性。他们对欧盟的未来担忧——当然比他们的西方同伴要担忧得多。一些人警告,欧洲宪法在法国和荷兰公投中所遭遇的反对,结合峰会决定延缓批准过程以及峰会难以在欧盟财政上达成一致两件事情,有可能在欧盟引发严重的政治危机。
