尼泊尔了不起的和平

加德满都-尼泊尔以“普拉昌德(Prachanda)”著称的毛主义领导人普斯帕·卡马尔·达哈尔,在四月份选举的制宪会议中以压倒性多数选票获胜,现在已经作为尼泊尔联邦民主共和国的第一任总理宣誓就职。制宪会议的第一个行动就是以几乎一致同意的票数废除了尼泊尔具有239年历史的君主政体,接着在六月份,前国王贾南德拉·沙哈离开皇宫,以后将以平民身份在尼泊尔国内生活。

我在2005年年中来到尼泊尔,当时,武装冲突双方对人权的践踏,以及贾南德拉攫取绝对权力后对民主权利的镇压,导致国际社会支持联合国人权事务高级专员到尼泊尔进行监督。在对有几万平民伤亡的战争看不到任何结束的迹象,以及民主遥遥无期的情况下,没有人能够预见到尼泊尔人民会怎样表达他们对和平和变革的需要。
