北约进驻黎巴嫩的条件

目前围绕派遣一支国际部队进驻黎巴嫩南部的讨论几乎全部集中在由哪些国家和组织,是北约,欧盟还是联合国派遣军队上。这当然是一个重要的问题,但是真正的问题在于以色列必须作何变化用来换取进驻部队以及为这一任务承担风险。

当以色列还在继续目前的战略时,没有哪支国际部队会来单单保护以色列不受真主党火箭弹的袭击。不管怎样,最近该地区军事冲突的不断升级至少部分归咎于那个战略。如果国际部队只是允许奥尔默特政府进一步推行其计划,那么,为这支国际部队提供士兵的国家将不仅被看作是对以色列的政策唯唯诺诺,还有可能被拖进它的失败之中。

指责以色列战略的错误并不是要宽恕哈马斯或真主党的行为或否认以色列有权自卫。它只是为了指出明显的事实,那就是以色列寻求单边解决其安全问题的努力,不管是占领、撤退还是隔离均已失败。
