事实上,一个逆转似乎正在进行。实现强大的包容性国家级增长以复苏陷入衰退的中产阶级,重启停滞的收入,以及遏制高青年失业水平等事项如今被置顶。那些关于商品、资本、技术和人员流动(全球经济中的四个关键性流动因素)的国际互利协议只有在它们能加强(或至少不破坏)推动最高优先级事务的进展时才算是合理的。

这种逆转在6月初露端倪,英国人——包括那些从现有的开放经济和金融体系中获益良多的人——基于所谓的主权原则最终投票决定脱欧。在他们眼中,欧盟机构会损害英国促进本国经济,规管移民和控制自身命运的能力。
