美国被忽视的金融孩子

华盛顿—本周,美国国会再一次没能批准适度拨款补充国际货币基金组织(IMF)资金并增加中国和其他新兴经济体在IMF的责任。支持IMF似乎难以理解,但这对美国的全球角色具有重要影响——而目前的信号很不乐观。

事实上,如果说国会曾经批准过IMF的改革方案,那么肯定是下面这个时刻:这一措施能极大地增强IMF支持美国的关键目标——乌克兰的能力,并且成本要远远低于美国的双边信用担保。

没有获得批准的措施只不过是把此前美国的承诺从补充性账户转移到IMF的核心融资源,几乎不会给纳税人造成任何成本。国会的批准本可以完成在2010年首尔二十国峰会上达成的协议——将IMF的贷款能力扩大一倍。
