吉尔福德——穆斯林政府知道经济增长、军事实力和国家安全利益在很大程度上受益于技术进步。很多穆斯林政府近年来大幅增加了科学和教育投入。但在很多人、尤其是西方人看来,穆斯林世界似乎仍然更愿意与现代科学脱钩。

上述怀疑并非完全错误。多数穆斯林国家平均将GDP的0.5%应用于研发,而发达国家则为穆斯林的5倍。此外他们每千居民中科学家、工程师和技术人员的数量少于10人,全球均值为40人——发达国家更是高达140人。而且即便这些数据也往往无法对问题予以充分的反应,因为与其说这关系到花钱或雇用研究人员还不如说关系到科学的基本质量。

可以肯定,人们不应草率地对穆斯林国家横加指责;即便在所谓“开明”的西方,一样有很大比例的民众对科学持怀疑或恐惧态度。但科学在穆斯林世界很多地方面临的挑战十分独特;它被视为世俗——甚至无神论——的西方产物。
