俄国通过威胁使用其联合国安理会的否决权在过去两年的大部分时间里消除了由于伊朗违反其向国际原子能机构就其核子计划所做的承诺而施加的制裁提议。结果,安理会通过的一系列措施软弱无力,根本就不大可能对伊朗产生任何效果。
