国际货币基金组合改革的大团圆结局?

发自纽波特滩——虽然这个冠冕堂皇的决议并未包含任何新捐资承诺,但美国国会依然拒绝批准这一拖延已久的国际货币基金组织融资方案。在谈判中,决议偏离成一项在2010年已经敲定的多边协议——讽刺的是,这是在世界各国见证之下,由美国总统奥巴马政府牵头制定的。而这一切又是在新兴经济体面临的财政困难提醒全世界一个国际货币体系核心中强力稳定锚的重要性时发生的。

在经历了最初的失望之后,许多人转而希望国会在短暂休会后再次批准奥巴马政府的国际货币基金组织请求。在制定其他财政立法时经常存在好几个这样的机会。但随着今年国会大选临近,没几个人能确信立法者们会有任何心思在2015年前改变这一进程。

对于国际货币基金组织和国际社会整体来说这都是个不幸而令人惋惜的结果。美国国会的冥顽不化导致基金组织错过了一个在其他大多数国家都批准了决议的情况下强化自身资金实力的机会。这也阻碍了对持续破坏这一重要多边组织整体性,可靠性以及有效性的治理及代表性缺失状况的解决(虽然依然较为温和)。
